ALDOT: New project to extend work on Interstate 20/59 into fall 2022

With the bridge arches installed and painted, work was nearing an end on Interstate 20/59 in Tuscaloosa. Now, ALDOT has announced a new project that will extend construction in this area through fall 2022. [Staff file photo/Gary Cosby Jr.]

Not so fast.

While an end to construction on Interstate 20/59 through Tuscaloosa was almost upon us, a newly announced widening project now means it’s even further away.

The Alabama Department of Transportation said work has begun to resurface and widen a portion of I-20/59 between Exit 71 – the Interstate 359 exit – and the McFarland Boulevard exit, or Exit 73.

The goal is “to improve mobility and safety,” the agency said, but the reality is that road work that began in 2018 along this stretch of I-20/59 will remain through at least fall 2022.

Tuscaloosa’s S.T. Bunn Construction Co. was awarded a $6.51 million contract to complete the 2-mile project, with the bulk of the work expected to occur at night.

John McWilliams, spokesman for ALDOT’s West Central region, said work crews are required to keep two lanes open in each direction at all times outside of the 8 p.m. to 5 a.m. window in order to reduce traffic slowdowns.

“Motorists should expect possible delays and are encouraged to observe work-zone speed limits,” McWilliams said.

That work-zone speed limit, though, will be a bit faster than the speed limit currently in place for the still-ongoing $83.4 million road widening and bridge replacement project between the exits for Skyland and McFarland boulevards.

McWilliams said ALDOT will increase speed limits in construction zones to 55 mph, a 10 mph increase over the 45 mph zone that typically applies to interstate work sites.

“The new I-20/59 project and other future interstate projects will have the 55 mph signs,” McWilliams said. “The current project will remain at 45 mph since it’s in the contract. However, we plan to discuss changing the speed limit signs with the contractor once they place the permanent traffic striping and (raised pavement markers).”

Raised pavement markers – or RPMs, in road construction-speak – are the square- or rectangle-shaped, typically yellow, devices that illuminate in headlights to help motorists maintain driving lanes.

Birmingham-based Brasfield & Gorrie, which won the larger project contract three years ago, is in the process of finishing the median barrier wall coating on the nearly  4-mile long project, McWilliams said.

Then, work crews will place the permanent traffic striping and RPMs, along with putting finishing touches along and near exits 73 and 76, including the sidewalk and sod along McFarland Boulevard.

And while the most recent update indicated this project would be finished by summer, pandemic-based slowdowns on materials means no final end date can be estimated.

“The tasks listed above are small,” McWilliams said, “but the biggest issue is waiting on electrical conduit and light poles.

“Electrical items have been affected by supply chain issues, so we’re waiting along with everyone else.”

Initially, this project was slated to end December 2020, but weather delays, the global coronavirus pandemic and problems associated with the installation of one of the crimson bridge arches pushed the expected completion date back to late summer 2021.

When finished, the project will widen the northbound and southbound sides of I-20/59 to three lanes from about a mile north of Exit 76 to just south of the McFarland Boulevard bridge.

The crimson arches, designed to serve as an unofficial gateway into the city of Tuscaloosa, and their support cables now hold the weight of the bridge over McFarland Boulevard. This allowed for the removal of a central support structure under the bridge and the reconfiguration of the former diamond-shaped intersection of I-20/59 and McFarland Boulevard to what is called a “single point urban interchange,” or “SPUI.”

This new interchange is intended to improve traffic flow along McFarland Boulevard while simplifying the access to and exits from the interstate by moving more vehicles through the intersection while reducing potential conflict points.

I-65 northbound to close for bridge work in Morgan County

A portion of Interstate 65 in southern Morgan County will be closed for about 35 hours for bridge maintenance, according to the Alabama Department of Transportation.

ALDOT plans to close I-65 North from around 1 a.m. Tuesday until around noon Wednesday. All traffic will be rerouted to U.S. 31 North at Exit 318, with passenger vehicles allowed to return to I-65 at the Falkville or Hartselle exits.

Commercial traffic will be redirected to the interstate via Alabama 67 in Decatur to Exit 334 in Priceville.

ALDOT said message boards will be in place to warn motorists ahead of the closure and temporary signals will be set up at I-65 and U.S. 31 to handle traffic flow. However, officials warned major delays should be expected in the area and encouraged drivers to use alternate routes if possible.

County Pay-As-You-Go Funds To Assist Expansions on McGregor Avenue and Zeigler Boulevard

Posted on: Feb 2nd, 2021 | News and Announcementsfeatured newsPress Releases

In an effort to provide a safer and enhanced thoroughfare on Zeigler Boulevard, Mobile County is pleased to announce its partnership with the Alabama Department of Transportation (ALDOT) and City of Mobile.

For many years, the widening of Zeigler Boulevard has been a top priority for citizens living along the Zeigler Boulevard corridor from Forest Hill Drive to Schillinger Road primarily due to traffic congestion and safety concerns. Delays with receiving state approval on road redesign work, railroad property permits and a city shortfall in estimated project funding kept the project at bay for a number of years and became a major source of frustration for government officials and citizens alike.

In 2016, Mobile County appropriated $4.1 million in funding through the Pay-As-You-Go Transportation Program to assist the City with Phases I and II of the Zeigler Boulevard Expansion project. With an additional $21.7 million appropriation from federal Transportation Improvement Program (TIP) funding and approximately $1.3 million from the City of Mobile, both Phases of Zeigler Boulevard construction are now underway.

Construction on Phase I includes an expansion to four or more lanes between Schillinger Road North eastward to Cody Road North that began in late 2019. ALDOT has design and construction responsibility for the Project in conjunction with the City of Mobile. The tentative date for completion, according to City Engineering, is October 2021.

Phase II construction includes the widening of Zeigler Boulevard to four or more lanes from Athey Road eastward to Forest Hill Drive. Administration of the project design and construction is the responsibility of the City of Mobile and the tentative date for completion is February 2023.

In addition to the Zeigler Boulevard project, the Mobile County Commission is also assisting the City of Mobile with the South McGregor Avenue expansion project to widen the roadway from Airport Boulevard northward to Dauphin Street and construct a new bridge culvert over Eslava Creek. The County appropriated $1.4 million in 2016 Pay-As-You-Go Transportation Program funding as the 20% required match to the $5.9 million in federal funding earmarked for the project. Currently, the project is in the design and right-of-way acquisition phase. The City will manage the construction phase.
